If you set it to Clean and Delete then it will always try to quarantine the item when possible. Sometimes the item cannot be quarantined but just deleted when not desinfeted
So if i set "clean" as first action and "deny access" as second action it will be moved to qurantine?
We dont wanna have files deleted so they need to be moved to quarantine!

No, if VSE is not able to clean the file and you deny access to it then it won't be moved to quarantine.
The meaning of this is: i found an infected file. I try to clean the file but I cannot clean it and it's still infected so I delete the file and I will keep a copy into quarantine (if possible) or I will deny acces to the fiel so no one can access it and it won't (probably) infect my computer but it will always be here.

One more question:
When i want to restore something from the quarantine i use the client task for it, but what do i need to enter under Configuration "Detection Name" ?
You have to know how the file was detected as (for example W32/IRCbot.worm.gen.aj)
You can check detection's name through VirusScan console, under quarantine policy
