Can you install the patch successfully if you were to run it manually on one of the systems? If you can, then on one of the affected systems, check the Agent log to see if the Update task is invoking and that if there was an attempt at updating the VSE patch.
If the agent is invoking the patch setup, then VSE logs will help to know why the patch fails to install. A MER log should capture all the required logs.
