I would reschedule the task, and would see orion.log and/or server.log entries at the time the schedule schould have run, what they say about starting the task. That is a "starting point" to move forward in this issue.
Sorry to move you again - but I think this is best handled by the EPO wizards, not the data protection ones.
This might sound a bit bizarre - but if your boot.ini does not have the /usepmtimer switch, please can you try adding it and then restart the server? I have had a couple of cases where this has worked...
