Perhaps the file was corrupted for some odd reason. The server.log might give more information. I'd try to download a new URL DB.
1) Stop Web Reporter service.
2) Rename the old URL DB file. .../Web Reporter/reporter/docs/idb/sfcontrol
3) Start Web Reporter service
4) Log into the GUI and start a new URL DB download.
Let me know what happens.

I need a bigger snippet of the server.log from when you performed the URL DB download. I'd caution you from posting the entire file since it would contain IP addresses and logon account names, plus any employee web information that could be printed as the result of a log record parsing errors. Also, I'm not sure if the serial number is printed for the download, but that could also be in the log.
So if you can attach the relivant part of your server.log, I'll take a look. If you want to send me your serial number in a private message, I can test it here to make sure there isn't any problem.
