Change disk to AHCI mode in BIOS:
If that does not work, someone advised:
1) export the machine key,
2) boot to WinTech,
3) authorize and authenticate (might need to set alg first),
4) restore EEPC MBR,
5) repair disk info,
6) boot to SafeTech,
7) authorize and authenticate,
8) perform emergency boot.

I try all the steps its work but got a big issue that is hard disk is crashed. I dont no why... Can you pls help me to solve with out error...
What makes you think that hard disk is crashed (I assume you mean physical damage to the hard drive)?
That means hard disk is not boot windows it sundly restart and not boot to windows i think we have to reinstall it again.

I suggest that first you should run hard drive diagnostics from a bootable CD.
I checked that one as well it dosen't work. I do this to DELL E4310 Machine. Can you pls give any other solution as well.
If HD diagnostics failed, replace the hard drive.
