Did the steps not work that are headed: “Warning! If Spyware Doctor is blocked by the virus, please follow the steps given below To Remove Trojan-Spy.Win32.Dibik.eic” ?
Try booting into "Safe Mode with Networking" and instead of download SpywareDoctor with which I am not familiar why not try the free version of this tool which I know is excellent: http://www.malwarebytes.org/mbam.php
However, if you can't for some reason get that mode to work try in regular mode to "Save as" to your desktop the download renaming it in the process to say 12345.exe or similar. Once you have the download saved you should be able to then install it.
Don't forget to update it first before running and let it remove everything it finds and reboot immediately if asked to.
Malwarebytes will also run in Safe Mode if necessary.
