My first guess would be, these are events that have already been created prior to receiving the updater filter.
In which case, the systems are just catching up with sending in a backlog of events.
You would expect it to end once all the systems have touched base with the server.
Any systems identified as still sending events you would again check the filter ini file, check the Agent's Events folder, and potentially call Support to find out what's going on.
Would make sense, but that brings another question to mind - if these are backlog events, why wasn't the old agent (3.6.608) sending them to the server to begin with? More underlying issues?
your newly installed agent will log these events until it picks up the new agent policy not to, so if you roll a new agent you will likely get a few events you are filtering reported anyway
