VirusScan don't respect configured action when unwanted program is found

I have an ePO 4.5 server and VirusScan 8.7 patch 2 installed on my computer.

In the policy set on ePO console for my computer, I have configured an user-defined item under  VirusScan Enterprise 8.7> Unwanted Program>my Policy to define a program as an unwanted program.

On my on access scanner configuration, under VirusScan Enterprise 8.7>On Access Default Processes Policies>my Policy, I have activated detection of unwanted program and  configured  "Deny access to files" as action when unwanted program is found.

On my computer, VirusScan shows me a popup about my unwanted program when I try to launch it; but my unwanted program can start itself despite the "Deny access to files" action configured on my ePO server.

      Is this behaviour normal?

For me, due to "Deny access to files" action configured on my ePO server, I should not be able to start my unwanted program.
