Yesterday when I dropped this post I also noticed that if I select a different technology (not the one that I wanted originally), the link appears. Immediately after I tried again mine and the link was missing.
This seems to confirm that the technicians might not be available for that type of technology. But this is only an assumption.
Trying the issue now: the link is still missing.

We're investigating the issue. I wasn't able to reproduce it when selecting ePolicy Orchestrator, can you tell me what you selected for Area and Sub Area? This will help in the investigation.
The area was Repository and Package Management, and the sub area was Other - Repository.
NB: today (19th) around 13:00 the link appeared and I was able to initiate a chat session.
just to let you know that the same issue keeps occuring when I want to submit an MQM issue: Point Product MQM, Area MQM Sub-Area Error, for example (today at 9:50 am).
When I go back to the previous screen using the browser's Back button, the above fields are no longer consistently filled and does not allow refilloing by selection (Area and Sub Area). I need to select a different Point Product then back to MQM, and then I can select the two values for two subsequent fields again.
Maybe the background logs of this web service might contains some hints on this issue.
