Ok, so this is almost resolved...
When I logged into the Windows XP client machine as a Local Administrator the DLP Registered Documents installed without any errors. The problem is that I need to install as a Domain User that does not have Local Admin rights. The McAfee Agent credentials should have appropriate permissions correct? The HOST DLP Agent installed via a logged on Domain User account without any problems.
Is there something I am missing? Like a Host DLP Agent Policy setting?
I added Framepkg.exe as a Windows Firewall Exception and this seem to resolve my problem. I added the exception before I installed the DLP Host Agent and Registered Docs. It worked while authenticated with a standard Domain User account. I do not know if this is the official solution since there was no response to my post. McAfee Support informed me that I would have to be authenticated to Windows with a local administrator account to install Registered Documents. I will keep on testing.

I have contacted McAfee Support many times for this issue but the problem is no resolve.
Do you have now a solution for the error occuring while installing REG_DOCS3000 trough EPO deployment task ?

Turn off access protection, agent watchdog, and agent service watchdog. Push that down the the end node and reboot.
The package will then install without error.
