Formatting a partition causes EEPC to break

Got a real weird one here:
One user with a HP nc6400 laptop encrypted laptop “found” a Z partition which previously did not exist and proceeded to format it. As you would have guess, it screwed up EE and it cannot be booted up. The tech proceeded to decrypt it using Wintech tool but got a e002001b - Cannot find system boot disk error. He tried doing a restore Safeboot MBR, that did not work. I asked him to try the force decrypt method, that did not work as well. Anyone has any ideas what is going on here?
