I think you need to go into the firewall in Security Center.
Double-click the taskbar icon to open Security Center
Click Advanced Menu (bottom left)
Click Configure (left)
Click Internet & Network (top left)
Click Advanced (right)
Click either Networks or Banned IP's at the right and you should be able to rectify it there.
When I did this there were no banned IPs listed.
Then maybe look under "Manage Networks". Click the Help button at top right of Security Center and put in the keyword Trust in a search. The various items displayed when you search for that keyword may help.
