you can specify more than one, but no, there's no defined way of specifying the order.
You'd be better off having one pre-install helper which fires off your others as needed.

yes. That's intentional. You can't block the installation with a pre-install helper EXE. I guess all you could do is kill the task.
pre-install DLL's can in theory cancel the installer, but it's undocumented how to do that.
so it doesn't wait for any exe to terminate?

they let you run tasks before, or after install?
yes, it waits for the exe to finish, but does not look for a return code.
