DLP policy will not work without user assignment

I have created a very basic DLP policy as a test that is designed just to prevent writing files to a USB drive.

If I understand the documentation correctly, if I don't do a user assignment in the DLP policy, the policy should be applied to the computer.

However, if I deploy the policy without a user assignment, it doesn't work. Only if I add a user assignment does the policy work.

One thing I have noticed is that in the assignments for the DLP policy, it is assigned to "Global Root". What is that, and should it be applied to "My Organization" instead?
