the keyboard needs to be supported by the BIOS for it to work in a FDE product, so any issues will be between the keyboard and BIOS itself unfortunately.
Later versions of EEPC try to leverage the USB stack to get support for more keyboards, but if they do anything exotic at all, they are likely not to work pre-boot (as there's simply no way of adding drivers for them).
Unfortunately this is a common problem across all FDE products - we rely on the machines BIOS to do some jobs which on some machines, may or may not work properly.
