I get the "failed to upload package to ePO server" on some clients as well. What I have found is that usually if a client is not rebooted on a regular basis and the framework service restarted the system starts having problem communicating with the EPO server. What I have been doing is deleteing the Agent GUID in the registery and then either rebooting the PC or restarting the common framework service. When the common framework service restarts it generates a new agent GUID and forces a call in to the server.
