hmm, check to see if there are any automated tasks to move inactive agents there.
also check to see what the threshold is for making systems inactive.
Probably it might be running off the default inactive agent report, so you could look there and see what it is set to etc, not sure what the default is, for my purposes I set it to 3months for the report, but I don't have any automated tasks running for that, it's not much use to me.
