Some questions for you:
Did you try an upgrade of Windows 10 1607 -> 1703?
Did you do a fresh install of the Agent, or did you try an upgrade of a currently installed Agent?
Both tried it. Removed MA 220.127.116.118 and installed again.
Removed again MA 18.104.22.1688 and installed 22.214.171.1249.
Still same error.

So, I am assuming, that you are still trying to upgrade to Windows 10 1703, right?
If that is the case, I would advise to completely uninstall every McAfee software (ENS 10.5 and Agent 5.x). I have read some cases, where the upgrade is not working because it is not detecting the products correctly. Even appraiser updates do not fix that issue.
What you can also do is to manually create a Windows 10 1703 installation media and force the upgrade over that media (in case you did not do that already).
Keep in mind that MA Agent 126.96.36.1999 has been pulled due to some buffer overflows. I would advise you stick with the MA 5.0.5 RTW version.
