MFS screen displayed when tried to launch ePO console

When i try to launch the ePO console, MFS screen was displayed with an error "Unable to connect to the database. Try again. If the issue reoccurs, nitify your product administrator to navigate to {0} on the application Server system and verify the database connection settings. " What is the error and why we get this? Restarting the services fixed this but wanted to know why we are getting this error! Could someone please help?
