migrate epo database to a new machine

is there a guide or best practice for migrating epo database to a new machine. at the same time, can i change the comptibility level from 2008 to a higher version, which can support epo to upgrade 5.10.

Yes, you can change compatibility level once the db is migrated to new box with same or higher version of sql.
