Why are their different sitelist.xml?

Why does the sitelist generated from ePO (4..6.8) for framepkg.exe differ from the site list that is sent to the client ( upon first ASCI? The initial sitelist.xml is missing the the VIP associated with the agent handlers where as it is okay in that subsequent sitelist sent after first ASCI.

I am sure that this is something easy that I am just over thinking. Thanks in advance.
