Yes, that one will be retired soon.  The new one is Endpoint removal tool 2.0.0.56.  See PD27734 for release notes for it.

You're just wanting to remove an agent (which presumably then states it cannot be removed whilst in managed mode?)

 

How has nobody stated the command line to force removal yet? doesn't require the retired McAfee tool and works 100% of the time.

 

1. open CMD 

2. change directory to your agent folder - cd C:\Program Files x86\McAfee\Agent\x86 for example

3. FrmInst.exe /forceuninstall

A few more questions for you before we go any further. 

1. McAfee Agent is uninstalled and removed, correct?

2.  What are the other products that are still installed on the system? 
    a.  There is going to be one product that is causing all the issues. Normally it will be McAfee Encryption or SolidCore that are enabled, need to be disabled prior to uninstallation.
    b.  Disable SolidCore or the Encryption software and it should allow you to remove it.

From there my next steps would be to boot the system into safe mode. You are already logged on to the system, not 100% certain that you are in front of it or remoted in to the box.   However, once you are logged on via the Safe Mode ( I know that Windows 10 has it, and it is a pain to get to) you should be able to uninstall the software.
