Unable to open ZIP file for extraction

Attempting to use the web API with ePO 5.1 to automate checking in the DAT package.  The ePO server does not have access to the internet, so automatically pulling the file from the net is not an option.  Below is the sanitized script and resulting error.  Any clues on why it is trying to open the ZIP file rather than checking it in?

Can you please advise where I can get the ePO Web API zip file?
