It can downloaded from software manager.

For error message "ailed to download file D:\PROGRA~1\McAfee\EPOLIC~1\DB\licensed_products_list.xml.tmp. There was a connection error: Issue with the certificate (12175) please look into KB#: https://kc.mcafee.com/corporate/index?page=content&id=KB74029

https://kc.mcafee.com/corporate/index?page=content&id=KB74029 is not the answer. I have that certificate and even tried replacing it and still get the same error. Maybe the certificate has already changed.

20130516010035          E          #84836          MCUPLOAD          Failed to send http request.  Error=12175 (12175)

Same error here  and solution

Manually importing the certificate solve the issue.
