McAfee EEDK - unable to install software

I have software packaged with EEDK 9.6.  I'm seeing a an error in my mscript log that states: failed to invoke the application - error: 5.  Does anyone know what that error means?

I'm able to do a source install of the content.

That usually indicates either an access denied or file can't be found.  Check logs to see if it is running it from the right place.
