So, there are other forum topics that have this same question, but the answer is that is is a known bug by DISA - but no link and no explaination.
According to all docs, I am using compatible software alongside the Agent. I also have Patch 1179191 installed.
What could possibly be causing this and where do I look (logs?) to see what the issue might be? Thanks in advance for any help

Hey thanks for that! I've set the log levels but nothing ever gets logged (set to 2, debug). If the Agent Service is stopped is that why no logs?
