How do I prevent repositories from being automatically Enabled?

My settings are: 1)"Use this repository list", 2)"Use order in repository list", 3)Unchecked; "Automatically allow..."  When an unwanted repository gets enabled; with over 100+ repositories, I have to manually go through the list and Disable the unwanted repository which is counterproductive.  Even if I go through and fix the policies, a few days later another seemingly random repository is Enabled and added to the bottom of the list.

Hi, ​, it sounds like a policy is changing these settings. Some key areas to investigate for troubleshooting are - policy assignment rules, applied policies. Where in the system tree are these systems located and what policies are being applied? Did you disable them in the right policy? Are the systems being moved in the system tree due to some sorting rules?
