Granting Access to DLP Incident Manager dashboard

I am trying to enable our Incident Response Team access to the DLP 11.1 Incident Manager dashboard. When I enable 'everything' under DLP within the Incident Response permission set, the IR team still can't see what I as the Administrator role can see. We can't have that many "Administrators".

The error being reported is "This monitor can't be displayed due to an unrecoverable error"

Where is the setting that enables this?

Look at each monitor in that dashboard for where the individual queries are stored (public, shared, private) and ensure the users have permission to those underlying queries.  Check the audit log also for any lack of permission specific errors.

When looking at the DLP Incident Manager (Accessed through the Main Menu > Data Protection > DLP Incident Manager), I can find to see where the individual queries are stored.  The IR Analyst user permissions currently show that the group has access to everything DLP.  

The IR Analyst Permission Set has access to all dashboards, public and private and all incident types.

Where should I be looking?

Check the audit log, it should show something like user does not have permission to...

The only thing showing in the Audit Log is the "Successful Logon for user "jhawes" from IP Address: ###.###.###.###

Followed a bit later by the User "jhawes" has logged out.

Nothing else showing my attempts at displaying the DLP Incident Manager, switching over to the Summary, etc.

I need to know specifically what is missing and what you expect to be there.  I am not that familiar with dlp, as I don't support it, but testing permission sets for you.  I created a test accound and logged in with that account as well as admin, I can see the same pages and info in incident manager with both accounts.  Obviously, I don't have any incidents, but the dashboard or page has all the same tabs, etc. with both accounts.

Ok, I added under dashboards and queries section in permission set:

Use public dashboards; create and edit private dashboards
Use public groups; create and edit private queries/reports

Logged in as my test user and could see all the monitors on the default incident summary dashboard.  If you have a custom dashboard, then what I would suggest is to make a list of each query in the monitor, have one of those users log in and see if they can run the individual queries from the location that the monitor is pullling them from.  If they can run some and not all, then there is a problem with the permissions on that particular query.
