Control when agent attempts communication

I have an interesting situation with one network where the IP address is a Public IP, used as internal space (166.x.x.x) therefore when a client attempts to communicate to the server, it finds a routable address. the group does not want any communication unless the system is on the group VPN (an thus has an 'internal' IP address).

Is there any way to control the agent communication so that it only attempts when it has a certain range of IP addresses?

My suggestion would be to approach it from the firewall perspective as they usually have a way to detect the presence of a domain or a specific ip
