Choosing closest repository

I have a setup with EPO4, and clients running the 4.0 agent.
My agents are setup to choose the closest repository by ping.

At our corporate site I have the 'master', and at remote sites I have superagents.

It appears that at our corporate site, the client agents are going out to the remote superagents for their updates, and not the master.

Does anyone know why this might be happening and is there a log I can look at to see how the agent is determining the repository?

Below is a copy of my serversitelist.xml file, JOULEAV is what corp users should be using for their repository.
