Can the policy append rather than doesn't inherit?

Can the policy append rather than doesn't inherit?

i want to apply some exclusion list in the root tree, e.g some Windows update folder, and the second level of three i want to exclude the other list, e.g. some SQL file extension.

but i need to create the same exclusion list in policy 2?
