Does the audit log list any specific permissions that are missing?

I think we need to clarify actions being taken. Any user with a permission set, not a global admin, cannot edit a policy created by someone else or if the policy is applied to system tree locations where the user doesn't have access. The only actions a non-admin user can take is to duplicate a policy and edit that duplicated policy that he/she owns as desired, then apply it. It has always been that way.
