ePO problem after upgrade to latest Update version 10

I have updated our ePO from ePO 5.10.0 Update 9 to Update 10. Now I’m not able to connect to ePO database by using browser. I get this error message: "Unable to connect to the database. Try https://localhost:8443/core/config." But still error message in that web-address: "Test connection fails. EPO requires Database Servers to support secure communication with TLS 1.1 or TLS 1.2. See McAfee KB-article KB90222". I have made that registry entry and rebooted ePO-server. Still the same error. I have tried both Internet Explorer- and Edge-browsers. Same error. ePO-server and MS SQL database are on the same server. MS SQL is Express-version. ePO has been working for years. How to fix this?

What version of sql exactly?  Does it support tls 1.2?  Try downloading IISCrypto, run it and choose best practices and reboot.  Also, is sql using dynamic or static ports?  If dynamic, verify the correct port is being used.
