It just frixed mine.
My Tasks were not going out to Win7 Clients.
After installing the VSE 8.7 extensions and the agent extensions and recreating the task it works.

I had the same problem:
No policy enforcement and no VSE tasks
Solution with the above products VSE 8.7 Patch2 including new extensions and MA 4.0 P3 (or MA 4.5) including extensions Windows 7 will not be recognized as a supported platform

The extensions you want are included with the end products, like VSE, MASE, HIPS, etc. ePO 4.5 by itself will support Win7 clients as long as your checked in products have Win7 support along with their matching extensions.
Just solved this issue for us. You need to make sure you have the latest Server Extension installed for VS 8.7 (Extension Version: 22.214.171.124)
I found the file "VIRUSCAN8700.zip" within VirusScan Enterprise 8.7i Patch 3 zip, check it in as server extension and away you go
