I was wondering if there is a way to grant users the ability to install software on PC's, but to remove their ability to uninstall products.
For example, only allowing admins in EPO to uninstall products by those means.

EPO 5.10 has a new feature where you can control task and policy changes by requiring approvals before implementing any changes. However, I would wait until there is a hotfix released due to some issues with the system tree at the moment.

Unfortunately we don't have such options in ePO Permission set. If you are assigning permission then user will be allowed for both (install/uninstall action) but we prevent product uninstallation from user like we ask for uninstall password for ENS, uninstall key for HDLP/MCP etc from local machine.
