That is correct, but you need to have the file local to the server.  I don't believe it works loading it via unc path.

The same process if follow for EPO 5.9.1 i don't see the option " Load Systems By File". How can i bulk delete devices from a list on EPO 5.9.1 ?

Epo 5.10 and 5.9.1 both have the same option when creating a server task.  You should be able to see "load systems by file".

In the Actions , i don't see anything says "Load from files" on 5.9.1. Is there anything other option to do that ?

Here are the options in a 5.9.1 server.  You may need to be logged in as global admin.

Are you running epo cloud or on premise epo?  If epo cloud, that option isn't there because there is no way to have a local file to upload.

If that is the case, you can run the inactive agent maintenance task that deletes systems that haven't communicated in last 45 days.

We are running on Prem. No idea why still don't see that option . For now i had do it manually.

Most likely when you do upgrade to 5.10, that should restore that option.  Epo 5.9.x will reach end of life the end of August this year.  See https://kc.mcafee.com/corporate/index?page=content&id=KB93286.
