Problem was that I had released a hotfix to "current" branch for Move AV SVM. This confused the SVM manager; and all the svms' statuses were borked. A rookie mistake but fixable: We rebooted the svm manager and all svm's ; problem solved.
Chalk it up to newbie lack of knowledge. Looks like I gotta hit the books...

This might be a matter related to the version of McAfee Agent you have, 5.0.6.220 has issues with policy and task operations, what version do you have?
You might want to run an MER collection on one of the problem devices (as it makes it easier to read the logs) and see what errors if any are reported in them to then action.
