MerMod_RunOrionANTInstaller error when installing ePO 4.6.0

I am trying to do a fresh install of ePO 4.6.0.  I'm installing it on a newly installed Windows Server 2008 R2 box and I am connecting it to a SQL 2008 R2 server that has never had an ePO database.  In other words, this is from scratch.

The installation gets to the core part then rolls itself back.  Here is the error in the EPO460-Error.ini file:

ErrorString=FAILURE: In LaunchAppAndWait while trying to run the following program:

Return code: 1

Error Message: Incorrect function.

CustomAction: MerMod_RunOrionANTInstaller

Any ideas on where to start to troubleshoot this?

Re: MerMod_RunOrionANTInstaller error when installing ePO 4.6.0

Locate the install log folder - this should be in the temp folder for the user who did the install, and is called McAfeeLogs. In here there should be a troubleshooting folder, and in there there should be an output files folder. In here there should be a file called something like core.err - this is simply a text file that should contain more detail about the actual error.
