Yes, it affects all users, including global admin. Currently, there is an issue with password management - if you enable it and then later disable it, some of the settings are still retained. For example, if you set a password expiration, then disable that, it will still expire. This will be resolved in CU5. So you might want to wait before enabling it, unless you intend to keep the settings retained.
