My first suspicion would go to RSD - see KB89859. Upgrade the extension to 5.0.6 and see if the issue goes away.

Before trying that I decided to remove the extension for the NSP 9.1.x which was provided to me by member of our team who manages NSP, and it looks like that may have been the culprit. I'm going to monitor TCP connections for tomcat and SQL over the next 24 hours. During the past two hours since I removed that extension the connections haven't increased in number for either process, so initial findings are pretty good.
That may be the culprit, but keep in mind that there is a known issue with the 5.0.5 rsd extension for that, so the issue may pop its head back up until you upgrade that extension.

I definitely plan to update the RSD extension too, but for the next day or two I want to monitor things after only removing the NSP extension.
