If those settings are OK, can you do test UDL from the ePO server and see if that work from the ePO server pointing to the SQL DB?

1434 port is typically the sql browser port - is sql browser service running? Also, did you confirm all the cipher/tls requirements are met on both epo and sql servers - see KB91519. The easiest way to confirm that is to download IISCrypto, run it on both servers, choose best practices and then reboot.

I also missed where epo is on same server - for install purposes only when epo is on the same server, we also need tls 1.0 enabled (just during the install)..
