I found a fix for my 2003 epo. I had a look at the certificate on the mcafee site. Was using TLS 1.2 Checked the broswer (IE8) on the 2003 epo server and it only goes up to TSL1.0
McAfee have a hot fix you can register and get a download for. Pick the x86 even if you have a x64 machine as it is the broswer you are updating, x86 browser.

Only solution I found is to change in EPO database in table dbo.EPOSoftwareCatalogServer "Port" from 443 to 80 and "useSSL" from 0 to 1. This is not secure but now I can download software product list.
Setting this worked for me as well.
I'm guessing that Server 2003 is the issue and maybe it's no longer compatible with the SSL/TLS cipher suites used by epo.mcafee.com. I would think McAfee would confirm this somewhere or have it documented.
We will be on ePO 5.3.2 soon though running on Server 2012 R2. I would think this would resolve this issue as well.
