Change user account in db.properties

Can the user account in db.properties be changed and encrypted following the same procedures to change the password?

You have to change it via core/config and restart services.  That will then re-encrypt the new password.  You can't change hash in db.properties manually.  

If you can't get to core/config, then follow last solution in KB69850.
