Attempting to create new McAfee ePO server in AWS.

I am trying to create a new McAfee ePO server in AWS to support our on premise ePO server and eventually replace it. I am following the guide on https://aws-quickstart.s3.amazonaws.com/quickstart-mcafee-epo/doc/mcafee-epo-on-the-aws-cloud.pdf 

Unfortunately however I keep getting an error failing to create an S3 bucket [Utils] which isn't helpful. I have even tried using a sandbox to run the cloud formation script, but run into the same issue so does not appear to be permissions.

The S3 bucket name I am using is unique and I can create it myself without any issues.
