4.6.9 Upgrade DB SSL Enforce a CA Signed Server Certificate

After successfully upgrading to ePO 4.6.9, I am attempting to enforce the use of a CA signed certificate as described in KB84628. I have configured the DB to force encryption as described in the pre-reqs section of the KB. The SQL Server starts successfully and can be connected to as long as I do not use the "Always use SSL and require a CA-Signed Server Certificate". Basically it all works with just SSL, but the new require a CA Signed Server Cert fails with:

"Test Failed:  Network error IOException: Certificate not verified."

I don't know what this is complaining about. What does it do when attempting to verify the cert and what could be failing?
