The site in question is a dynamic dns provider, like dyn or no-ip. Your scans probably found one problematic subdomain, but it has no relation whatsoever - no content in common, no server infrastructure in common - to the 22,600 other subdomains of that domain. So you're blocking 22600 unrelated legitimate publishers to try to swat one malware subdomain.
