I have a rule for specific groups with specific whitelist. But its not working. for e.g I created a category whitelist (social networking) for a specific group . and i have a blacklist (social networking) at the end of the rule sets. But its not hitting the top whitelist pociy it goes down to the default category black list. Please see policy back up download link

The dark gray arrow in the rule trace shows that the rule was executed by the traffic.  However, in the policy you provided to us, Social Networking does not appear to be in the list.

If it is in the list, the policy is acting as expected.  The "Allowed Sites - HotelBeds" rule would execute a "stop rule set", which will stop processing any rules in the "HotelBeds".  The traffic then will check "PHGLO1_OP_GSK_Agents" ruleset, until it hit blocking.  Again, Social Networking isn't in the block category, but based on the rule trace, it appears like it was in the "Category Blocklist Global" policy, which is why it was blocked.
