match in whitelist and does not allow access to url

I have access to a link that the user has requested:
https://eycanvas.ey.com

Because this link is blocked by two categories (Business and Software / hardware) to which the user only has access to the Business category but to the Software / Hardware category I cannot give him access for security reasons, because of this as not I can recategorize. I have added this link to the white list only of the policy group to which it belongs but when the user accesses it redirects him to another link of login.microsoftonline.com which also adds him to the list but continues to block.

Dear Angel,

the Rule logic will be crucial here, how you have your rule set configured. If you say block everything which is not category "Business" the result will be the same as you describe. When you designe your rule set to allow category "Business" and choose action "stop cycle" - the engine will only check if the category is Business and wont check for any additional. The effect will be that your users will get Access to all sites which have either first or second category eq "Business".
