What does "does not work" mean? All users able to access Youtube? Noone able to access Youtube? Please share some details.
Did you take a look into a rule engine trace?

the list is not filled with correct values. The criteria says "URL is in list" which means valid entries look like this:
You cannot use wildcards or pieces of the hostname only.
Because the list is not correct the first criteria is not met. Since the criteria are combined with an "AND" this means the first one is false, so the second one is not evaluated at all (since the rule can't match).
You may want to use a wildcard list or work with URL.BelongsToDomain to make the rule work. You can find examples here:
