We are using a web gateway as an ICAP client to a DLP. When a text file is being sent over ICAP to the DLP for scanning, the contents of the text file are being corrupted in the ICAP request. Therefore the DLP is not finding the content that should be blocked. Has anyone seen this behavior? We have seen this on both web gateway versions 6.8.7 and 6.9.

From what you wrote it is pretty unclear whether the issue is caused by Web Gateway or by the DLP solution. I think we should probably have a look into your configuration and get a packet capture of the connection. I think it would be the best and quickest way to file an SR with Support.
Thanks Andre. We did open a case and did some more investigation. Looks like the text files were being gzipped before they came to the ICAP client so the DLP could not recognize them. Once we turned that off everything was working as it should.
